What is the Deferred Payment Scheme for ECs?

Under DPS you pay about 20% of the price when you book and sign, and the remaining 80% when the project gets its Temporary Occupation Permit (TOP). There are no progressive payments while it is being built. Developers usually price DPS units 2-3% above the normal payment scheme.

Which ECs still have DPS?

Only ECs on land whose tender closed before 8 May 2026. Five such sites are still to launch: Solano Grand (Bukit Panjang), Wynwood Grand (Woodlands), the Sim Lian site at Woodlands Drive 17, Sembawang Road EC and Miltonia Close EC (Yishun). Each developer decides whether to offer it.

Who benefits most from DPS?

HDB upgraders. You can keep living in your flat while the EC is built, pay only about 20% upfront, and sell your flat close to completion (you must sell within six months of collecting EC keys). You avoid paying a bank loan on the EC during construction.

Is DPS worth the 2-3% premium?

It depends on how much bank interest the normal scheme would cost you before keys, and on what your cash is worth to you meanwhile. On a $1.5M EC, a 2.5% premium is $37,500. Our calculator compares that with the construction-period interest on your own numbers.

Why was DPS removed for new ECs?

The May 2026 changes aimed to keep ECs focused on genuine owner-occupiers: a 10-year minimum occupation period, a 90% first-timer quota and no DPS for sites tendered from 8 May 2026. DPS had let buyers commit with little paid upfront. One market estimate put DPS use at around 60% of EC purchases.
