Policy figures last checked 21 Oct 2026. Confirm your own position with HDB and CPF Board.
Who can buy a new EC?
Singapore Citizen families (at least one applicant a citizen), and two or more citizen singles aged 35+ under the Joint Singles Scheme. Your household income must be within the ceiling, and you cannot own private property or have sold one in the last 30 months.
Can I use CPF to buy an EC?
Yes. After the minimum 5% cash downpayment, you can use your CPF Ordinary Account for the rest of the downpayment and for the monthly instalments, within CPF's usage limits. The EC grant is also paid into your CPF Ordinary Account.
Can I get an HDB loan for an EC?
No. ECs are financed with bank loans only, up to 75% of the price for a first housing loan. The monthly instalment cannot exceed 30% of your gross household income (the Mortgage Servicing Ratio) or, with your other debts, 55% (the Total Debt Servicing Ratio).
Do I need to sell my HDB flat before buying an EC?
No. HDB owners can book a new EC and must sell their flat within six months of collecting the EC keys. No Additional Buyer's Stamp Duty applies to that purchase. That is why DPS suits upgraders: you pay little upfront while living in your flat.
When can I sell my EC?
After the minimum occupation period: 5 years for old-rule ECs, 10 years for ECs on land tendered from 8 May 2026. Until year 10, you can only sell to Singapore Citizens and Permanent Residents. After that, an EC is fully privatised.
How many new ECs are launching in 2026-2027?
Five old-rule ECs are expected to launch between late 2026 and 2027, about 1,970 units in total by one estimate. Three new-rule sites (Canberra Drive, Admiralty Walk and Jurong East Avenue 1) follow. Coastal Cabana in Pasir Ris is selling its remaining units.
How much cash do I need for an EC?
Under the normal payment scheme, at least 5% of the price in cash, plus 20% more in cash or CPF early in construction, plus Buyer's Stamp Duty. On a $1.5M EC that is $75,000 in cash, $300,000 more from cash or CPF, and $44,600 in stamp duty.
