Second-timers · own an HDB flat · income up to $18,000
Upgrade From Your HDB Without Carrying Two Homes
Stay in your flat while the EC is built, pay no stamp-duty lump sum, and sell after you get the keys. Done in the right order, it is the calmest upgrade in Singapore property.
The stress-free order
- At bookingPay about 20% with the Deferred Payment Scheme (last five only). Stay in your HDB flat.
- About 3 years of constructionNothing more to pay on the EC. Your flat stays your home.
- KeysThe balance is paid, mostly from your bank loan. Move in.
- Within 6 monthsSell the flat. Sale proceeds and your CPF refund come back to you.
Three Reasons It's Calmer Than Private
- $0 ABSD upfrontfor married couples with a Singapore citizen buying an EC from the developer, as long as the flat is sold within 6 months of the keys. Buy private instead and the 20% is paid in cash first: about $359,000 on a $1.8M home.
- 30%of each of the last five ECs is set aside for second-timers. Once it fills, you wait 1 month for what is left. Under the new rules it is 10%, with a 2 years wait.
- ~3 yearsof no EC instalments with the Deferred Payment Scheme, while your flat keeps working for you as a home.
Where upgraders get caught
Three Timing Traps the Calculators Can't See
- An HDB loan still running. Banks then treat the EC loan as a second housing loan: the limit drops from 75% to 45%, and at least 25% must be cash.
- The 6-month deadline. Miss it and the stamp-duty remission can be clawed back, on top of HDB's own penalties. When to list the flat matters.
- Smaller cheques than expected. The CPF you used plus interest goes back to your CPF account, and a resale levy may apply. The cash you actually receive is usually less than the sale price suggests.
The order you do things in decides how much cash you need. That sequence is what we map for you.
