Woodlands EC vs Yishun EC: Wynwood Grand, Clovelle and Miltonia Close
Choosing between a Woodlands EC vs Yishun EC is not only a question of address. Land bids, unit counts, launch timing and the rule set all differ a little, and each affects what you can plan for. Three old-rule projects are in play: Wynwood Grand and Clovelle of Woodlands in Woodlands, and Miltonia Close EC in Yishun. This guide compares what is known so far. Launch prices, floor plans and exact unit mixes are not yet announced, so we do not guess them.
Woodlands EC vs Yishun EC: what is the quick answer?
Woodlands has two projects, Wynwood Grand and Clovelle of Woodlands, with higher land bids and an earlier launch for Wynwood Grand. Yishun has one, Miltonia Close EC, with a lower land bid and a later target preview. All three are reported to keep the old rules, so timing and budget decide.
The rest of this guide sets out the numbers behind that answer. Everything below is as reported or announced to date, and dates marked as targets can still move.
Which projects are we comparing?
We are comparing three old-rule projects: Wynwood Grand and Clovelle of Woodlands in Woodlands, and Miltonia Close EC in Yishun. The table below sets them side by side. Unit counts are approximate and reported, and the land bids are what each developer offered at tender.
| Wynwood Grand | Clovelle of Woodlands | Miltonia Close EC | |
|---|---|---|---|
| Area | Woodlands (Woodlands Drive 17) | Woodlands (Woodlands Drive 17, Plot 2) | Yishun (Miltonia Close) |
| Developer | City Developments Limited (CDL) | Sim Lian Group | Hoi Hup Realty |
| Units | About 420 | About 570 | About 430 (planning reports mention about 450) |
| Land bid | $782 psf ppr | $794 psf ppr | $732 psf ppr |
| Tender closed | 5 August 2025 | 13 January 2026 | 14 April 2026 |
| Timing | E-application 11-27 December 2026; booking 16 January 2027 | Target preview Q2 2027 | Target preview Q3 2027 |
Note that the two Woodlands parcels sit on the same road, Woodlands Drive 17. Buyers there are choosing between two neighbouring developments, not two separate estates.
Does the land price tell us which area will cost more?
Land price is a signal, not a price list. Clovelle's $794 psf ppr is $62 above Miltonia Close's $732, and Wynwood Grand's $782 is $50 above it. Launch prices are not announced, so treat the gap as a hint that Woodlands units may cost more, not as a forecast.
The land bid is only one part of what a developer charges. Construction costs, the unit mix and the timing of the launch also feed into the final price list. Miltonia Close EC was bid for just over three weeks before the May 2026 rule change, which is a reminder that tender timing matters as much as location.
Which launches first, and how much choice will there be?
Wynwood Grand comes first, with e-application on 11-27 December 2026 and booking on 16 January 2027. Clovelle of Woodlands follows with a target preview in Q2 2027, and Miltonia Close EC in Q3 2027. Woodlands offers about 990 units across two projects, against about 430 in Yishun.
A larger pool of units can help if you want a particular floor or stack. A later launch gives you more time to save and to see how earlier projects are priced. Both are trade-offs, and neither is better in every case.
Do the rules differ between Woodlands and Yishun?
No. All three tenders closed before 8 May 2026, so they are reported to keep the old rules: a 5-year minimum occupation period (MOP), a Deferred Payment Scheme (DPS) option if the developer offers it, a $16,000 household income ceiling and a 30% second-timer quota with a 1-month wait-out once it is filled.
That means the area is the main difference, not the rule set. If you are weighing these against sites tendered under the new rules, see our DPS guide for how the payment scheme works.
Who might prefer Woodlands, and who Yishun?
Buyers who want an earlier launch and a wider choice of units may lean towards Woodlands. Buyers who prefer a lower land-cost signal and more time to prepare may lean towards Yishun. This is not a recommendation: your income, workplace, family needs and budget matter more than headline numbers.
Some practical points apply to both areas. First-timer families are reported to receive an EC CPF Housing Grant of up to $30,000 at a household income of $10,000 or less, and nothing above $12,000. HDB upgraders who choose DPS pay about 20% at booking and the rest at TOP, but each developer decides whether to offer it. Developers usually price DPS units 2-3% above the normal scheme.
Before you decide, visit both areas at different times of day, check the walk to the nearest station yourself, and confirm school distances on official sources such as URA and HDB. We have not verified those details for these sites, so we leave them out here.
