Canberra Drive EC: What the Record Bid Means Under the New Rules
If you are searching for Canberra Drive EC, here is where things stand. The Sembawang site is the first executive condominium (EC) tender under the tighter rules, and its land tender closed on 1 October 2026. The award is still pending, so no developer, price list or launch date has been announced.
This guide covers what the bid signals, who the rules suit and what to prepare now.
What is Canberra Drive EC and where does it stand?
Canberra Drive EC is a planned ~185-unit EC site in Sembawang. Its tender closed on 1 October 2026 and the award is pending, so the developer is unconfirmed. A launch is not expected before 2027. Treat every unit count and price talked about at this stage as provisional.
The tender drew 13 bids, reported to be the most for an EC site in eight years. The top bid of about $825 psf ppr would be an EC land record if awarded. That level of interest shows how many developers still want EC land, even with tighter rules.
What does the $825 psf ppr land price signal?
Land cost is the biggest input into a developer's pricing. A higher bid usually pushes up the eventual launch price, though it does not set it. The top bid is reported at about $825 psf ppr, so buyers should expect Canberra Drive to launch above earlier ECs, subject to the final award and market conditions.
Here is how the top bid compares with the old-rule sites, using the land prices on this site:
- Wynwood Grand (Woodlands): $782 psf ppr, so the gap is $43 psf ppr.
- Miltonia Close EC (Yishun): $732 psf ppr, so the gap is $93 psf ppr.
These are land figures, not selling prices. The final price will also depend on construction costs, the developer's margin and the unit mix, none of which has been announced.
Which rules apply to Canberra Drive EC?
Canberra Drive EC is reported to fall under the post-August 2026 rules. These include a 10-year minimum occupation period (MOP), no Deferred Payment Scheme (DPS), an $18,000 household income ceiling and a 10% second-timer quota. Once that quota is filled, second-timers face a two-year wait-out.
The income ceiling is $2,000 higher than the $16,000 that applies to the five old-rule ECs. Households earning $16,001 to $18,000 can only apply for new-rule ECs, so for some families this site is the route in.
How long is the 10-year MOP in practice?
You must live in the EC for 10 years before you can sell it on the open market. That is 5 years longer than the 5-year MOP on the old-rule ECs. Until year 10 you can only sell to Singapore Citizens and Permanent Residents. After that the EC is fully privatised.
Because the 10-year clock starts only after you move in, plan for a long stay. A growing family or a job change within that window is worth thinking through before you book.
Who is Canberra Drive EC likely to suit?
It suits Singapore Citizen families who plan to stay a decade or more, and households whose income sits between $16,001 and $18,000. First-timers may also like the 90% first-timer quota under the new rules. It is a weaker fit for buyers wanting DPS or a quicker exit.
The CPF Housing Grant for first-timer couples is reported at up to $30,000 and stops above $12,000 of household income. Many households near the $18,000 ceiling will therefore get no grant, so budget without it.
How much cash should you prepare?
You need at least 5% of the price in cash, and the bank loan can cover up to 75% for a first housing loan. As an example only, on a $1,500,000 EC the loan is $1,125,000 and the minimum cash is $75,000. Stamp duty and other early costs come on top.
Banks also check that the monthly instalment stays within 30% of gross household income. For an example household earning $15,000 a month, that limit is $4,500. These are illustrative numbers, not a price forecast for this site. No Canberra Drive price has been announced.
There is no DPS here, so you will pay progressively during construction rather than at completion. Upgraders should plan their cash flow around that. You must sell your HDB flat within six months of collecting the EC keys.
What should you do before the award?
Check your eligibility, set a realistic budget and keep your CPF and cash position clear. When the award is confirmed, read the developer's price list carefully. Then compare the site against the old-rule ECs, which launch first and may suit buyers who qualify for both.
Next step: run your own figures in the EC affordability calculator, then read the grants guide and the Canberra Drive EC project page for updates as they are confirmed.
