New EC Launch 2027: Which Projects Are Coming and Under Which Rules
If you are searching for a new EC launch 2027, the short version is this: most of the next executive condominium (EC) launches are old-rule projects, and their sales windows run from December 2026 to the third quarter of 2027. Dates below are reported and may change, so confirm with each developer.
Which ECs are reported to launch in 2027?
Five old-rule ECs are still to come, about 1,970 units in total by one estimate. Wynwood Grand is reported to open e-applications on 11-27 December 2026, with booking on 16 January 2027. Solano Grand follows with e-applications on 8-19 January 2027 and booking on 13 February 2027. Sembawang Road EC is targeted for a February 2027 preview.
Clovelle of Woodlands is reported to target a preview in Q2 2027, and Miltonia Close EC in Q3 2027. These are target previews, not confirmed sales dates.
Which launches are under the old rules?
All five carry the old rules because their land tenders closed before 8 May 2026. That means a 5-year minimum occupation period (MOP), a $16,000 household income ceiling, a 30% second-timer quota and the option of the Deferred Payment Scheme (DPS). Each developer decides whether to offer DPS.
The projects are Solano Grand in Bukit Panjang, Wynwood Grand and Clovelle of Woodlands in Woodlands, Sembawang Road EC in Sembawang, and Miltonia Close EC in Yishun. Their reported land prices range from $692 to $794 psf ppr.
Which new-rule ECs come after that?
Three sites follow under the tighter rules, with a 10-year MOP, no DPS and an $18,000 income ceiling. Canberra Drive in Sembawang closed its tender on 1 October 2026 with 13 bids and a top bid of about $825 psf ppr. The award is pending, and it is not expected to launch before 2027.
Admiralty Walk EC is reported to close its tender on 17 December 2026. Jurong East Avenue 1, with about 735 units expected, is on the 2H 2026 Government Land Sales Confirmed List. No launch dates have been announced for either.
What is different between launching in 2027 and buying now?
Coastal Cabana in Pasir Ris is the only EC with developer units on sale now. About 120 units were reported unsold in mid-September 2026. Check with the sales team which payment schemes the remaining units carry.
For the old-rule launches, the timeline matters. A 5-year MOP means you can sell five years after keys, while a new-rule EC needs ten. Until year 10, an EC can only be sold to Singapore Citizens and Permanent Residents.
Should you wait for a new-rule EC or aim for a 2027 old-rule launch?
It depends on your income and how long you plan to stay. Households earning $16,001-$18,000 can only apply for new-rule ECs. If you can apply for both, an old-rule EC can be sold five years earlier and may offer DPS.
A new-rule EC gives first-timers better odds through the 90% first-timer quota. Second-timers face a smaller 10% share and a two-year wait-out once it is filled. Under the old rules, the wait-out is one month.
What should you prepare before a 2027 EC launch?
Work out your budget first. ECs are financed with bank loans only, up to 75% of the price for a first housing loan. The monthly instalment is capped at 30% of gross household income under the Mortgage Servicing Ratio. You need at least 5% in cash.
If you own an HDB flat, remember that you must sell it within six months of collecting your EC keys. The EC CPF Housing Grant is reported to be up to $30,000 for two first-timers, falling to nothing above $12,000 household income.
Your next step: run your own numbers in the EC affordability calculator, then read the grants guide before e-application dates arrive.
