Sembawang Road EC: Land Price, Old Rules and What to Prepare
Sembawang Road EC is one of the last five executive condominiums to launch under the old rules, and it carries the lowest land price of the group. If you are weighing it up, this guide sets out what is known, what is not yet announced and what to prepare before the preview.
What is Sembawang Road EC?
Sembawang Road EC is a roughly 265-unit executive condominium on Sembawang Road, developed by JBE Holdings. Its land tender closed on 11 September 2025 at about $692 psf ppr. A target preview is reported for February 2027. Unit mixes, prices and the project name are not yet announced.
It is the smallest of the five old-rule sites by unit count in the grounding we hold, so competition for each unit may be tighter than the size suggests. Fewer units can also mean fewer facilities. We will update this page when the developer releases a brochure.
What does the $692 psf ppr land price tell us?
The land bid is the lowest of the five old-rule sites. Wynwood Grand went for $782 psf ppr, Clovelle of Woodlands $794 and Miltonia Close EC $732. Land cost feeds into the eventual selling price, so a lower bid points to a lower starting point, though the developer sets the price list.
Here is the gap in plain numbers:
- Against Wynwood Grand: $90 psf ppr lower ($782 minus $692).
- Against Miltonia Close EC: $40 psf ppr lower ($732 minus $692).
- Against Clovelle of Woodlands: $102 psf ppr lower ($794 minus $692).
Treat this as a signal, not a forecast. Construction costs, unit mix and the developer's margin all decide what buyers eventually see. No launch price has been announced.
Is Sembawang Road EC under the old EC rules?
Yes, it is reported to be. Its tender closed in September 2025, before the 8 May 2026 changes, so it keeps the old rules: a 5-year minimum occupation period (MOP), a household income ceiling of $16,000 and a 30% second-timer quota. The Deferred Payment Scheme (DPS) may be offered, but each developer decides.
The newer $18,000 ceiling does not apply here. If your household earns between $16,001 and $18,000, you can only apply for new-rule ECs such as Canberra Drive, not this one.
Should I choose the Deferred Payment Scheme?
DPS suits some buyers and not others. You pay about 20% when you book and sign, and the remaining 80% at Temporary Occupation Permit (TOP). Developers usually price DPS units 2-3% above the normal scheme. Whether it is worth that premium depends on your own cash and interest costs.
As an example only, assume a $1,500,000 purchase price. A 2.5% premium would be $37,500, the middle of the usual 2-3% range. Compare that with the bank interest you would pay during construction under the normal scheme. Our DPS guide explains how to run that comparison.
HDB upgraders often find DPS attractive because you can keep living in your flat while the EC is built. You must sell your flat within six months of collecting the EC keys.
How much cash and loan would I need?
Using the same example price of $1,500,000, a first housing loan can cover up to 75%, or $1,125,000. The minimum cash downpayment is 5%, which is $75,000. Under the normal scheme you then need $300,000 more from cash or CPF early in construction, plus about $44,600 in Buyer's Stamp Duty.
These are example figures, not a quote for this project. The monthly instalment is capped at 30% of gross household income. At the $16,000 ceiling, that is $4,800 a month. Banks also test your loan at a 4% interest floor, so check your own limit before you set a budget.
Who is Sembawang Road EC likely to suit?
It may suit couples and upgraders who qualify under the $16,000 ceiling and want the shorter 5-year MOP. Households that expect to move again within a decade will value that flexibility. First-timers should note the 30% second-timer quota, which is wider than the new-rule 10%.
If one of you is a second-timer, remember that the quota can fill. Once it does, second-timers face a one-month wait-out under the old rules. First-timer couples may also be eligible for the CPF Housing Grant, reported at up to $30,000 for household incomes of $10,000 or less.
What should I prepare before the preview?
Start with the numbers rather than the showflat. Confirm your household income against the $16,000 ceiling and check the grant bands, which are reported to stop above $12,000. Work out your cash, CPF and loan limits, and decide whether DPS is worth considering if it is offered.
Then wait for the price list. No pricing, unit mix or exact date has been announced beyond the reported February 2027 preview, so avoid committing money to any early registration that asks for a deposit. Official application steps will be published through the usual channels.
Your next step: run your own figures through the EC affordability calculator, then read the Sembawang Road EC project page for updates.
