Which EC Still Has Deferred Payment Scheme? The Five Left in 2026
Which EC still has deferred payment scheme? Only ECs on land whose tender closed before 8 May 2026 can offer it, and five of those sites have yet to launch. This guide lists them, explains who decides, and shows what to check before you visit a showflat.
Which EC still has deferred payment scheme?
Five upcoming ECs are reported to be eligible: Solano Grand in Bukit Panjang, Wynwood Grand and Clovelle of Woodlands (both Woodlands Drive 17), Sembawang Road EC, and Miltonia Close EC in Yishun. Their land tenders closed before 8 May 2026. Eligibility is not a promise, because each developer decides whether to offer DPS.
Here is where each one stands, based on the details we hold:
- Solano Grand (Senja Close, Bukit Panjang): City Developments Limited, about 295 units, land at $771 psf ppr. E-application is reported for 8-19 Jan 2027, with booking on 13 Feb 2027.
- Wynwood Grand (Woodlands Drive 17): City Developments Limited, about 420 units, land at $782 psf ppr. E-application is reported for 11-27 Dec 2026, with booking on 16 Jan 2027.
- Clovelle of Woodlands (Woodlands Drive 17, Plot 2): Sim Lian Group, about 570 units, land at $794 psf ppr. Target preview is Q2 2027.
- Sembawang Road EC: JBE Holdings, about 265 units, land at $692 psf ppr. Target preview is February 2027.
- Miltonia Close EC (Yishun): Hoi Hup Realty, about 430 units, land at $732 psf ppr. Target preview is Q3 2027.
Which ECs will not have DPS?
Any EC on land tendered from 8 May 2026 has no DPS. That covers Canberra Drive (tender closed 1 October 2026, award pending), Admiralty Walk (tender reported to close 17 December 2026) and Jurong East Avenue 1, on the 2H 2026 Confirmed List. All three also carry a 10-year MOP and the $18,000 income ceiling.
None of the three is expected to launch before 2027, so for now the old-rule sites are the only route to a DPS purchase.
What about Coastal Cabana in Pasir Ris?
Coastal Cabana is already on sale, with about 120 units reported unsold in mid-September 2026, making it the only EC with developer units on sale at that point. Whether those remaining units carry DPS is not confirmed, so check with the sales team before assuming either way.
How does DPS work, and who is it for?
Under DPS you pay about 20% of the price when you book and sign, and the remaining 80% when the project gets its Temporary Occupation Permit (TOP). There are no progressive payments during construction. Developers usually price DPS units 2-3% above the normal scheme, according to reported price lists.
As an example, take a $1,500,000 EC (a hypothetical round price, not a real unit). About $300,000 is due at booking and signing, and $1,200,000 at TOP. A 2.5% premium on that price would be $37,500.
DPS suits HDB upgraders best. You keep living in your flat while the EC is built and avoid paying a bank loan on the EC during construction. You must sell your flat within six months of collecting the EC keys.
Why was DPS removed for new ECs?
The May 2026 changes aimed to keep ECs focused on genuine owner-occupiers. For sites tendered from 8 May 2026, the minimum occupation period doubles from 5 to 10 years, DPS is removed and the first-timer quota rises to 90%. DPS had let buyers commit with little paid upfront.
Should I wait for a new-rule EC or buy an old-rule one?
It depends on your income and how long you plan to stay. Households earning $16,001-$18,000 can only apply for new-rule ECs. If you can apply for both, an old-rule EC can be sold five years earlier and may offer DPS. A new-rule EC gives first-timers better odds through the 90% quota.
Second-timers should read the quotas closely. Old-rule ECs reserve up to 30% of units at launch for second-timer households, with a one-month wait-out once the quota is filled. New-rule ECs cut that share to 10% and the wait-out becomes two years.
What should I prepare before the showflat?
Confirm your household income against the $16,000 ceiling, check how much cash and CPF you can commit, and ask each sales team in writing whether DPS is offered and at what premium. DPS is a developer's choice, not an entitlement, so compare it with the normal scheme before deciding.
All policy figures here are as reported and may change, so check the latest details with HDB before you commit.
Next step: read our DPS guide for the full mechanics, then run your own numbers in the EC affordability calculator.
